The 29er mast heel plug comes without the bolt and the holes for the bolt, so you will have to drill these yourself before use.
To drill the holes:

Take out the old mast heel plug by unscrewing the bolt

Put the new mast heel plug in the 29er mast

Make sure the mast heel plug is aligned straight with the mast, for example with the sailtrack

Drill the holes through the holes that are already in the mast

Place the bolt with the nut and tighten it
